Does partner's cue bid show a stopper? Or ask for one?

After the opponents have bid a suit, in order for us to bid notrump, we need a stopper. If we don’t have one, we need to communicate that to partner. Does cue bidding (bidding the opponents' suit) show a stopper? Or ask for one?
